Teach them ... - Rather, “when thou art teaching them (by thy chastisement) the good way that they should walk in,” i. e. when thou art still teaching, not taking vengeance.

on 1 Kings 8:35-36

The third petition, “When the skies are shut and there is no rain”, names ahead of time the drought Elijah announces at 17:1. Solomon asks God to forgive “so that You may teach them the good way in which they should walk”, so the drought serves as teaching.

The rain is asked for the land as an inheritance, which ties the drought to the covenant terms of Deuteronomy 11:13 to 17. There the LORD promised rain for obedience and a shut sky for turning to other gods. Israel held the land on those terms, as John Gill notes.
