At that time I charged your judges
on Deuteronomy 1:16-18
The ground of the charge is that "judgment belongs to God", so the judges hold their office from Him. Jehoshaphat gives his own judges the same reason at 2 Chronicles 19:6.

Moses says the whole body of instruction was given at that time. John Gill describes it as the moral, ceremonial and judicial laws given at Mount Sinai. The judges began their work with the law in hand.

A reference is here made to the suggestion of Jethro (Ex 18:18). In noticing his practical adoption of a plan by which the administration of justice was committed to a select number of subordinate officers, Moses, by a beautiful allusion to the patriarchal blessing, ascribed the necessity of that memorable change in the government to the vast increase of the population.
