Genesis states its own rule here. The dream came to Pharaoh in two versions, and that settles the matter as decreed by God, to be carried out shortly. Repetition in this book is confirmation. Joseph had two dreams of his own as a boy, the sheaves and the stars, and by the rule he is reciting to a king, those two were settled too.
