Go forth - “Go about.” Judah shall have its settled population and fixed abodes; and shepherds shall move about with their flocks, wherever pasture is to be found.

The prophet's one comment on the vision is his own: “My sleep had been most pleasant to me.” The watching of 1:12 returns reversed, “so I will watch over them to build and to plant.” The sour-grape proverb is repealed: “each will die for his own iniquity.”

It is comfortable dwelling in a habitation of justice and a mountain of holiness. "And the husbandmen and shepherds shall eat of the fruit of their labours; for I have satiated the weary and sorrowful soul; " that is, those that came weary from their journey, and have been long sorrowful in their captivity, shall now enjoy great plenty.
