on Deuteronomy 4:13-14
The ten are set apart by who delivered them: God spoke them and wrote them himself "on two tablets of stone." Verse 14 leaves the statutes for Moses to teach.

Moses states his commission, naming the land across the Jordan as where his teaching is to be kept. The pairing of statutes and ordinances also opened the chapter at verse 1. Jamieson, Fausset and Brown take the statutes as the laws of worship and the ordinances as the civil laws.
