Were preparing for it, and had assembled their forces near them, and had began to make some efforts against them: the elders of Gilead went to fetch Jephthah out of the land of Tob; they did not send messengers to him, but went themselves, partly to show greater respect to him, and partly in hopes of better success, being aware of objections he would make, which they could better answer themselves than a deputation.

Chapter 10 closed with the rulers of Gilead seeking a man to launch the attack, and he is the one they drove out. The elders go to Tob to fetch him. They first offer "be our commander," a command over one campaign that ends when the campaign does.

The elders of Gilead go in person to Tob and send no messengers. John Gill reads the visit as a mark of respect to Jephthah, and as the surest way to answer his objections face to face. The Ammonites, Gill notes, had already gathered for war.
