The bravest officers have always been averse to war; so Jephthah, whose courage was indisputable, resolved not only to make it clearly appear that hostilities were forced upon him, but to try measures for avoiding, if possible, an appeal to arms: and in pursuing such a course he was acting as became a leader in Israel (De 20:10-18).

on Judges 11:19-22

These four verses follow Numbers 21:21-25 closely, down to the request to pass through, Sihon's refusal, the battle at Jahaz, and the possession. The argument is that the land came out of Amorite hands in a war Sihon began, so Ammon is asking back ground it never held.

The limits mark out a whole country: the Arnon on the south, the Jabbok on the north, the desert on the east and the Jordan. Adam Clarke identifies the wilderness as the Arabian desert. Jephthah answers the king's claim of verse 13 with the same boundaries.
