The promise "I will repay you for the years eaten by locusts" measures restoration in years as well as crops. The LORD calls the swarm "My great army that I sent against you", so the instrument of judgment is named as his own.

The gift behind the harvest is the LORD's presence among His people. Matthew Henry notes that knowing the LORD was the burden of the threatenings in Ezekiel and is here the crown of the promises. The pledge against shame is given twice.
