on Jeremiah 31:15-17
Rachel is heard in Ramah “weeping for her children, and refusing to be comforted, because they are no more.” Matthew 2:18 quotes the verse over the children of Bethlehem. In Jeremiah the answer comes at once, “your children will return from the land of the enemy.”

The hope answers Rachel's refusal of comfort in verse 15. The same pairing of future and hope ends the promise of 29:11 in the letter to the exiles. Barnes reads Rachel as the mother of Benjamin, Ephraim and Manasseh, so her children are the northern tribes.
