The fourth year - See Dan 1:1 note. This invasion of Judaea, in which Daniel was carried captive to Babylon, was according to the date of the years the fourth, but according to the actual time the third, year of the Jewish king. Nebuchadnezzar was not yet fully king, but associated with his father Nabopalassar.

on Jeremiah 25:1-3

The date is doubled for a reason: the fourth year of Jehoiakim was also the first year of Nebuchadrezzar, so the same year that begins Babylon's rise in this book also fixes the twenty three years Jeremiah has already preached without being heard. Verse 3 counts from the thirteenth year of Josiah, the call of 1:2, to this day, the prophet's own tally of a ministry the nation refused. Keil places the year at 605 BC, the year of Carchemish, when Babylon's ascent to empire and Judah's sentence become the same event.
