Acts 21:1-3

After we were gotten from them, the company launched and made a straight course unto Coos, then Rhodes, then Patara, favorable winds this time in contrast to the beating against contrary weather three chapters later. Luke’s itinerary again reads as a sailor’s log, exact enough that historians of the ancient Aegean have traced the route port by port. The pace itself carries meaning, since Paul is hurrying toward Jerusalem in time for Pentecost, the goal named at the end of chapter twenty.

Acts 21:4

Finding disciples at Tyre, they tarried seven days, and these disciples said to Paul through the Spirit that he should not go up to Jerusalem. The bench resolves the apparent tension the same way it reads Agabus’s prophecy later in the chapter, the Spirit revealing truly what would befall Paul at Jerusalem, while the disciples’ own inference from that revelation, urging him not to go, was their application of it rather than a divine command binding Paul’s conscience. Calvin and others note that Paul, moved by the same Spirit, discerned his own call differently, and obedience to a fellow believer’s counsel is not automatic even when that counsel claims spiritual warrant.

Acts 21:5-6

When the days were accomplished they departed, the whole church, with wives and children, escorting them out of the city, and there on the open beach they kneeled down on the shore and prayed, a public and unashamed farewell echoing the beach prayer meeting at Miletus in the chapter before. Having taken leave one of another, the travelers took ship and the Tyrians returned home, the same rhythm of parting closing this scene as closed the last. Bede reads the repeated prayers on open shores across these chapters as a mark of a church that carried its worship outside the walls of any building.

Acts 21:7-8

The course from Tyre brought them to Ptolemais for a single day with the brethren there, then on to Caesarea, where they entered the house of Philip the evangelist, one of the seven chosen back in chapter six to serve tables. Philip had settled in Caesarea since his desert road encounter with the Ethiopian treasurer in chapter eight, and Luke’s detail that he lodges Paul’s company shows the deacon turned evangelist still active in ministry decades later. The reunion also puts two of the book’s central figures, the man who first preached to an African official and the apostle bound for Jerusalem, briefly under one roof.

Acts 21:9

The same man had four daughters, virgins, which did prophesy, a plain fulfillment in one household of Joel’s promise that Peter had quoted at Pentecost, your sons and your daughters shall prophesy. Luke names the fact without further comment, neither elaborating their message nor limiting their gift, and the continuationist reading of the New Testament holds up this verse as ordinary evidence that the prophetic gift was not confined to the apostles or to men. The cessationist reading, where it is raised, treats the gift as belonging to the founding generation of the church rather than as a continuing pattern, and both positions are held by serious readers of this text.

Acts 21:10-11

As they tarried many days there came down from Judea a certain prophet, named Agabus, the same man who had foretold the famine back in chapter eleven and whose word had then proved reliable. He acted out his message rather than merely speaking it, taking Paul’s own girdle and binding his hands and feet, an enacted prophecy in the manner of Isaiah walking barefoot or Ezekiel lying on his side, so shall the Jews at Jerusalem bind the man that owneth this girdle and deliver him to the Gentiles. The prophecy proved accurate down to its two halves, Jewish hands seizing Paul in the temple and Roman hands then taking him into custody, exactly the order the following verses record.

Acts 21:12-14

Hearing Agabus’s word, both Luke’s company and the local believers besought him not to go up to Jerusalem, the same plea Tyre’s disciples had made in verse four now repeated with fresh urgency. Paul answered by asking what they meant to weep and to break his heart, since he stood ready not only to be bound but also to die at Jerusalem for the name of the Lord Jesus, a resolve recalling his own words in chapter twenty about not counting his life dear. When he would not be persuaded, they ceased, and the whole company folded its will into one sentence, the will of the Lord be done, the same prayer Christ himself prayed in Gethsemane.

Acts 21:15-16

After those days they took up their carriages, an old word for baggage rather than any wheeled vehicle, and went up to Jerusalem, certain disciples of Caesarea going with them and bringing Mnason of Cyprus, an old disciple, to host them. Mnason’s introduction here, a Cypriot believer perhaps converted as early as the scattering after Stephen’s death, quietly answers the earlier fear that Paul would find no safe lodging in a hostile city. The bench reads the detail as Luke’s care for the ordinary logistics of hospitality that made the mission possible.

Acts 21:17

When they came to Jerusalem, the brethren received us gladly, a warm welcome that opens the chapter’s central scene on a note very different from what follows only days later. The gladness belongs to the wider church rather than to the leadership alone, and it is worth holding beside the more guarded reception James and the elders give in the verses immediately after. Luke’s brief notice lets the warmth stand before the tension begins.

Acts 21:18-19

The next day Paul went with the company unto James, the Lord’s brother who leads the Jerusalem church in this book from chapter fifteen onward, and all the elders were present, a formal meeting rather than a casual visit. Paul saluted them and then declared particularly what God had wrought among the Gentiles by his ministry, the same report he had given the council years earlier, an account measured in changed lives rather than in argument. The setting recalls the Jerusalem council of chapter fifteen, the same body now hearing an update on the mission that council had approved.

Acts 21:20-21

how many thousands of Jews: James and the elders answer by glorifying God, then turn to a delicate problem, how many thousands of Jews there are which believe, and they are all zealous of the law, a vast body of Jewish Christians for whom Torah observance remained a living practice rather than a discarded shell. They report a rumor reaching these believers that Paul teaches all the Jews among the Gentiles to forsake Moses, not to circumcise their children, and not to walk after the customs, a charge broader and falser than anything Paul had actually taught, since his letters show him circumcising Timothy and observing feasts himself where conscience allowed. The scene stands as the book’s clearest evidence that the earliest church never asked Jewish believers to abandon their own heritage.

Acts 21:22-24

What is it therefore, James asks, since the multitude must needs come together once word of Paul’s arrival spreads, and the elders propose a plan, four men under a vow, likely a Nazirite vow, whose expenses Paul is asked to underwrite by joining their purification. The aim stated plainly is that all may know the reports about Paul are false, that he himself walks orderly and keeps the law, a demonstration in deed rather than a mere denial in word. The bench reads James’s counsel as pastoral wisdom for a specific and volatile situation, not as any reversal of the Gentile freedom the same council had secured in chapter fifteen.

Acts 21:25

As touching the Gentiles which believe, James restates the four provisions the Jerusalem council had already written and concluded, that they keep themselves from things offered to idols, and from blood, and from strangled, and from fornication, a deliberate reminder that nothing new is being asked of Paul’s Gentile converts even as something particular is being asked of Paul himself. The repetition underlines that two different pastoral situations, Gentile believers and Jewish believers zealous for the law, are being honored on their own terms rather than flattened into one rule for all. Nothing in the request touches the gospel of grace by faith that Paul had preached and the council had ratified.

Acts 21:26

Then Paul took the men, and the next day, purifying himself with them, entered into the temple to signify the accomplishment of the days of purification, until an offering should be offered for every one of them. Paul’s willingness here matches his own stated policy in First Corinthians, becoming as a Jew to the Jews, and the commentators read no contradiction between this act and his letters, since the vow touched ceremonial practice, not the ground of justification, which Paul never surrendered. The scene shows an apostle who could hold liberty in Christ and love for his own people together without confusing the two.

Acts 21:27-29

As the seven days drew to a close, Jews from Asia, very likely from Ephesus where Paul’s ministry had provoked the riot of chapter nineteen, saw him in the temple and stirred up all the people, seizing him and crying out that this is the man who teaches everywhere against the people, the law, and the temple, and who has even brought Greeks into the temple to defile it. Luke’s parenthetical explanation in verse twenty nine, that they had only seen Trophimus the Ephesian with Paul earlier in the city, exposes the charge as an assumption dressed as an eyewitness fact, the same kind of accusation that had convicted Stephen on distorted testimony. The irony is exact, the very act Paul is undertaking to prove his faithfulness to the law becomes the occasion of a riot built on a false report.

Acts 21:30-31

All the city was moved, the people ran together, and they dragged Paul out of the temple while the doors were shut behind him, a detail the commentators read as the temple guard’s own act, sealing the sanctuary against violence inside its courts even as violence proceeded just outside them. As the mob went about to kill him, word reached the chief captain of the Roman garrison that all Jerusalem was in an uproar, the same word used of the Ephesian riot in chapter nineteen. The Roman fortress Antonia stood adjoining the temple precisely so that its garrison could see and respond to exactly this kind of disturbance.

Acts 21:32-33

The chief captain immediately took soldiers and centurions and ran down to the crowd, and at the sight of Roman authority the mob left beating of Paul, the intervention arriving in the nick of time that so many scenes in Acts turn on. The captain took Paul, commanded him bound with two chains, and only then asked who he was and what he had done, arrest first and inquiry after, standard Roman procedure for quelling a riot rather than any judgment on Paul’s guilt. The two chains may fulfill, in a rough and unintended way, Agabus’s prophecy of binding, even though it is Roman rather than Jewish hands doing the binding at this moment.

Acts 21:34-36

Unable to learn the truth for the tumult, the captain ordered Paul carried into the castle, and the violence of the crowd forced the soldiers to bear him bodily up the stairs rather than let him walk. The multitude followed on, crying, Away with him, the very words the Jerusalem crowd had cried against Christ himself before Pilate, a parallel the bench does not let pass unremarked, the servant led toward suffering with an echo of his Master’s own trial in the air. Luke’s Gospel had already drawn Paul’s ministry as one that shared its Lord’s rejection, and this scene is among the clearest instances.

Acts 21:37-38

As Paul was about to be led into the castle, he asked the chief captain, may I speak unto thee, and the captain’s surprised reply, Canst thou speak Greek, shows he had assumed Paul was someone else entirely. Art not thou that Egyptian, he asks, the false prophet Josephus also records, who had led four thousand assassins into the wilderness not long before, a movement the Roman garrison had violently broken up. The captain’s mistake reveals how ordinary an occurrence a rebel leader stirring up the crowd would have looked to Roman eyes, and how far Paul’s real mission stood from anything the soldiers expected.

Acts 21:39-40

Paul answers plainly, I am a man which am a Jew of Tarsus, a citizen of no mean city, correcting the captain’s mistaken identification and asking leave to speak to the people, a request granted. Standing on the stairs he beckoned with his hand, and when a great silence fell he spoke to them in the Hebrew tongue, meaning Aramaic, the language of the street rather than of scholarship, a choice that itself calmed a crowd primed to hear him as a hellenizing traitor. The captain’s permission opens the way for the first of the book’s five defense speeches, Paul turning a riot into a pulpit.
