Acts 15:1-2

Certain men which came down from Judea taught the brethren, Except ye be circumcised after the manner of Moses, ye cannot be saved, turning the question left open by chapter fourteen, whether faith is enough, into an open demand at Antioch itself. Paul and Barnabas have no small dissension and disputation with them, refusing to let the claim stand unchallenged, and the church settles the fight by sending a delegation up to Jerusalem rather than by local vote, honoring the apostles and elders as the body competent to decide it. The verse states the position at its sharpest, salvation itself made to depend on the rite, which is exactly what the council will answer.

Acts 15:3-4

Being brought on their way by the church, they passed through Phenice and Samaria, declaring the conversion of the Gentiles, and the report causes great joy unto all the brethren along the route, the same joy that greeted the door opened at 14:27 now spreading north. Received of the church, and of the apostles and elders at Jerusalem, they declare all things that God had done with them, the identical formula used at Antioch, God credited as the actor rather than the missionaries. The double reception, joy on the road and welcome at the capital, sets the council's mood before the debate opens.

Acts 15:5-6

Certain of the sect of the Pharisees which believed rise up, saying that it was needful to circumcise the Gentile converts and command them to keep the law of Moses, the demand now voiced from inside the Jerusalem church rather than by outside agitators. Luke's phrase, believed, keeps them among the brethren even as he names the school they came from, refusing to caricature the position as unbelief. The apostles and elders came together for to consider of this matter, the council convened as a deliberate body rather than a crowd reacting on the spot.

Acts 15:7-9

After much disputing, Peter rises and appeals to his own commission, ye know how that a good while ago God made choice among us, that the Gentiles by my mouth should hear the word of the gospel, and believe, pointing back to Cornelius's house in chapter ten as the settled precedent. God, which knoweth the hearts, bare them witness, giving them the Holy Ghost, even as he did unto us, the Spirit's coming on the uncircumcised read as God's own verdict rendered before any council met. And put no difference between us and them, purifying their hearts by faith names the ground of acceptance as faith alone, the phrase that will govern everything James proposes next.

Acts 15:10-11

Now therefore why tempt ye God, Peter presses, to put a yoke upon the neck of the disciples, which neither our fathers nor we were able to bear, naming the law's demand a burden Israel itself never carried without failure, not a new hardship invented for Gentiles. Peter's own confession, that through the grace of the Lord Jesus Christ we shall be saved, even as they, reverses the expected order, Jews saved the same way as Gentiles rather than Gentiles required to become Jews first. Peter's argument settles the theology before James settles the practical terms.

Acts 15:12

Then all the multitude kept silence, Peter's argument leaving no ground for further dispute on the principle, and gave audience to Barnabas and Paul, declaring what miracles and wonders God had wrought among the Gentiles by them. The testimony that follows the argument is evidence rather than mere narrative, the same signs-confirming-the-word pattern from chapter fourteen entered now as a witness before the council itself. Silence here is agreement, not merely the absence of noise, the assembly persuaded before James ever speaks.

Acts 15:13-14

After they had held their peace, James answered, Men and brethren, hearken unto me, the Lord's brother and the Jerusalem church's recognized head speaking last and settling the matter, his standing among the church's leaders reflected in the weight his sentence carries. Simeon hath declared how God at the first did visit the Gentiles, to take out of them a people for his name, James using Peter's Hebrew name and reading Cornelius's household as the pattern rather than the exception. A people for his name drawn from the nations is the claim the prophets must now be shown to support.

Acts 15:15-18

words of the prophets: To this agree the words of the prophets, James says, and cites Amos 9:11-12, After this I will return, and will build again the tabernacle of David, which is fallen down, reading the Gentiles' inclusion as the restoration of David's fallen house rather than a departure from it. That the residue of men might seek after the Lord, and all the Gentiles, upon whom my name is called follows the Greek Septuagint's wording, which reads seek rather than the Hebrew Masoretic Text's possess, a variant the bench notes honestly rather than papering over. Known unto God are all his works from the beginning of the world closes the citation, the Gentile mission read as always within God's plan rather than a late improvisation.

Acts 15:19-21

Wherefore my sentence is, James rules, that we trouble not them, which from among the Gentiles are turned to God, circumcision and the whole law explicitly not imposed as a condition of salvation. The four items named instead, abstain from pollutions of idols, and from fornication, and from things strangled, and from blood, are read by the bench chiefly as concessions to shared table fellowship with Jewish believers, though the exact rationale is argued among the commentators and both readings are held here without a verdict stamped. For Moses of old time hath in every city them that preach him grounds the four items in respect for synagogue sensibilities Paul keeps honoring for the rest of the book, not in any requirement of Torah for justification.

Acts 15:22-23

Then pleased it the apostles and elders, with the whole church, to send chosen men of their own company to Antioch with Paul and Barnabas, the decision ratified by the whole assembly and carried by named delegates rather than a letter alone, Judas surnamed Barsabas and Silas, chief men among the brethren. The letter itself opens, the apostles and elders and brethren send greeting unto the brethren which are of the Gentiles in Antioch and Syria and Cilicia, addressing the Gentile believers directly as brethren, the very standing the Pharisee party had questioned. Silas's introduction here as a chief man in Jerusalem sets up his later partnership with Paul at verse forty.

Acts 15:24-27

Forasmuch as we have heard, that certain which went out from us have troubled you with words, subverting your souls, the council disavows the Judean teachers of verse one by name of category, stating plainly, to whom we gave no such commandment, refusing to let the demand stand as if Jerusalem had authorized it. It seemed good unto us, being assembled with one accord, to send our beloved Barnabas and Paul, men that have hazarded their lives for the name of our Lord Jesus Christ, the council commending the very missionaries the troublers had contradicted. Judas and Silas travel to confirm the letter's contents by mouth, a spoken witness added to the written one.

Acts 15:28-29

For it seemed good to the Holy Ghost, and to us, to lay upon you no greater burden than these necessary things: the council names the Spirit as the true author of its decision, human deliberation and divine guidance held together rather than set against each other. The list repeats verse twenty exactly, that ye abstain from meats offered to idols, and from blood, and from things strangled, and from fornication, framed now as the decree's own text rather than James's proposal. From which if ye keep yourselves, ye shall do well closes the letter without threat, the tone throughout pastoral rather than legal.

Acts 15:30-33

So when they were dismissed, they came to Antioch, and when they had gathered the multitude together, they delivered the epistle, the whole church hearing the decision rather than only its leaders, and which when they had read, they rejoiced for the consolation, the burden lifted exactly as the letter intended. Judas and Silas, being prophets also themselves, exhorted the brethren with many words, and confirmed them, the written decree reinforced by living ministry rather than left to stand alone on paper. After they had tarried there a space, they were let go in peace from the brethren unto the apostles, the matter closing without any recorded resentment on either side.

Acts 15:34-35

Notwithstanding it pleased Silas to abide there still is absent from the oldest manuscripts and present in the received text, likely supplied to explain how Silas is available at Antioch when Paul chooses him at verse forty after Judas alone is said to have returned at verse thirty three; the bench notes the verse's textual history honestly rather than silently smoothing the seam. Paul also and Barnabas continued in Antioch, teaching and preaching the word of the Lord, with many others also, the two apostles laboring on together at the very point their coming break is only a few verses away. The peace of the council's outcome is matched, for now, by peace between the two missionaries.

Acts 15:36

Some days after, Paul said unto Barnabas, Let us go again and visit our brethren in every city where we have preached the word of the Lord, and see how they do, the pastoral instinct behind the whole second mission stated plainly before any conflict over personnel arises. The proposal itself is uncontroversial, care for churches already planted, and the dispute that follows will be entirely about who travels, not whether the trip should happen. Barnabas, the same man who brought Paul into ministry at 9:27 and to Antioch at 11:25, is still his obvious first partner to ask.

Acts 15:37-39

Barnabas determined to take with them John, whose surname was Mark, his own kinsman by Colossians 4:10, but Paul thought not good to take him, who departed from them from Pamphylia, and went not with them to the work, the desertion at 13:13 still weighing against him in Paul's judgment. The contention was so sharp between them that they departed asunder one from the other, Luke naming the break without assigning blame to either man, and the bench likewise declines to rule which apostle judged rightly, since Paul later calls for Mark as profitable to him for the ministry at 2 Timothy 4:11. So Barnabas took Mark, and sailed unto Cyprus, the work multiplying into two teams rather than ending in either man's disgrace.

Acts 15:40-41

Paul chose Silas: And Paul chose Silas, and departed, being recommended by the brethren unto the grace of God, the same commendation Paul and Barnabas had received before their first sending, the church's blessing following the work even through its painful division. He went through Syria and Cilicia, confirming the churches, retracing ground near his own home city of Tarsus before the mission turns west into territory the book has not yet covered. Silas, introduced at Jerusalem as a chief man and a prophet, now becomes Paul's regular companion for the chapters ahead.
