The design of the rod is to humble them, and soften them, and bring them to repentance; but, instead of this, their hearts are more hardened and exasperated against God, and in their distress they trespass yet more against him, 2 Chron. xxviii.

Reformed is the word that gives the passage its aim. The judgments are set out as correction with a purpose, and the escalation happens because the correction is refused. Andrew Bonar reads the rounds as discipline meant to bring the nation back, and Calvin makes the same point from the fact that each stage is announced in advance.
