The penalty is raised four times by the same phrase, seven times, at verses 18, 21, 24 and 28. Each round follows a fresh refusal to hear.

In vain occurs twice in the curses. At verse 16 the seed is sown in vain and enemies eat it, and here strength is spent in vain on land that yields nothing.
