In descending on Mount Sinai in the manner he did, and giving the law from thence with such solemnity; for there was a glory in the ministration of it, as the apostle argues 2Co 3:7, it being delivered with so much majesty, and such a glorious apparatus attending it; see Deu 33:

The heads of the tribes and the elders ask Moses to "listen to all that the LORD our God says" and tell them. Having heard God and lived, they fear hearing him again, and 18:15-18 answers with the promised prophet.

The elders begin by confessing what they saw, the LORD's glory and greatness, before they voice their fear. John Gill connects that glory to 2 Corinthians 3:7, where Paul speaks of the glory that attended the ministry engraved on stone.
