Hear in thee the shame of the pagan - Hear the pagan putting thee to shame by their contemptuous words. The reproach of the people - “Thy people” (thy rightful possessors) shall have no cause to reproach thee for want of fertility. Were the blessings promised here merely temporal they could not be said to be fulfilled. The land is still subject to pagan masters. The words must point to blessings yet future, spiritual blessings.

on Ezekiel 36:13-15
The land had been called one that devours men, a reproach the commentators trace to the plagues, famine and war that had emptied it. God promises the reproach will end together with the emptying, so the land will “no longer endure the reproach of the peoples”.

To cause the nation to stumble means to lead it into sin, and the land did so through the idol shrines on its hills. The taunts of the nations end when the land stops both taking lives and tempting its people. Both shames end together.
