The reversal begins. Mountains that lay under a curse are promised fruit “for My people Israel, for they will soon come home”. Population and cultivation are restored, “more than before”, and the recognition formula lands again, that judgment and restoration alike teach who the Lord is.

The promise to be on the mountains' side reverses the formula of judgment spoken to Mount Seir at 35:3 and to the shepherds at 34:10. The LORD declared Himself against them. Tilled and sown fields mean farmers are home.
