The reversal begins. Mountains that lay under a curse are promised fruit “for My people Israel, for they will soon come home”. Population and cultivation are restored, “more than before”, and the recognition formula lands again, that judgment and restoration alike teach who the Lord is.

In its entirety takes in both kingdoms, the northern tribes taken by Assyria in 722 BC and Judah taken by Babylon. Chapter 37:15 to 22 pictures the two joined as one stick in the prophet's hand. Rebuilt ruins answer the ruins of verse 4.
