The reversal begins. Mountains that lay under a curse are promised fruit “for My people Israel, for they will soon come home”. Population and cultivation are restored, “more than before”, and the recognition formula lands again, that judgment and restoration alike teach who the Lord is.

Here the land is spoken of as a mother who lost her children. The charge that the land bereaved its people goes back to Numbers 13:32, which called Canaan a land that devoured those living in it. Verses 13 and 14 answer that slander.
