The people mourn, and no one put on any of his jewelry. God orders Now take off your jewelry, and I will decide what to do with you, so the stripping comes before a decision. The gold that went into the calf at 32:2 comes off here.

Albert Barnes reads from Mount Horeb onward as a lasting change, the Israelites leaving off their jewelry from that place on. The Berean wording follows that reading. Adam Clarke cites the Septuagint, where the people strip off their robes as well.
