Moses hands over to Joshua that office as leader of the people, to which he had already been designated Deu 1:38; Num 27:23. He assigns also to the Levitical priests and the elders, as the ecclesiastical and civil heads of the nation, the responsibility of teaching the law and enforcing its observance Deu 31:10-13. Both these were symbolic acts, designed to mark the responsibility of the parties concerned after the death of Moses.

“Be strong and courageous” falls three times in this chapter, to the people at verse 6 and to Joshua at verses 7 and 23. Joshua 1:6-9 repeats them, and Hebrews 13:5 quotes the promise of verse 6 against the love of money.

Joshua receives two tasks in this charge, to lead the people into the land and to divide it among the tribes. Joshua 13 to 19 records that division by lot at Gilgal and Shiloh. Albert Barnes notes that 1:38 had already named him for this office.

He takes care for the keeping of these things always in their remembrance after his decease, 1. By the book of the law which was, (1.) Written. (2.) Delivered into the custody of the priests,
He gives him the same assurances of the divine presence, and consequently of a glorious success, that he had given the people. God would be with him, would not forsake him, and therefore he should certainly accomplish the glorious enterprise to which he was called and commissioned: Thou shalt cause them to inherit the land of promise.
