When Moses had finished writing in a book the words of this law
on Deuteronomy 31:24-26
The book is placed “beside the ark”, since 1 Kings 8:9 says nothing lay inside it but the two stone tablets. Hilkiah finds the book in Josiah's reign at 2 Kings 22:8, and its reading turns a kingdom.

Albert Barnes takes these Levites to be the priests of verse 9, the sons of Levi. The Kohathites carried the ark on the march, yet Numbers 4:15 forbade them to touch the holy things. Placing a book beside the ark was priestly work.
