on Exodus 39:30-31
A gold plate engraved HOLY TO THE LORD is tied to the turban. Exodus 28:38 gives its purpose, so that he may bear the iniquity of the holy things.

The blue cord held the gold plate engraved HOLY TO THE LORD on the front of the turban, as 28:36 to 37 had commanded. John Wesley applies the plate to every believer, with holiness to the LORD written plainly for all to see. With it the holy garments are complete.
