The breastpiece carries the names again on twelve stones. Exodus 28:29 says Aaron bears them over his heart when he enters the Holy Place.

Twelve stones in four rows of three set three tribes to a row. Numbers 2 camps the same twelve tribes in four groups of three around the tabernacle. Exodus 28:19 gives this third row in the same order.
