The burning of incense was a common religious practice among the Egyptians and the Babylonians; and from the present passage we gather that the Canaanite nations practiced it as one of their ordinary sacred rites. The Israelites are frequently reproached with it Hos 2:13; Hos 4:13; Isa 65:3.

They built high places in all their cities. The idols are named only by kind, because the point is how far the practice spread. The LORD had told them, “You shall not do this thing,” and the chapter sets that one command against generations of practice across the land.

Barnes observed the Egyptians and the people of Babylon burned incense as a common rite, and the nations the LORD drove out did the same. Hosea 4:13 charges Israel with burning offerings on the hills under oak and poplar. Gill added that Judah did it too.
