The covenant named here promises Canaan to Abraham and his descendants at Genesis 17:8. Verse 5 says God remembered it, as He remembered Noah at Genesis 8:1 and Rachel at 30:22. Each time the remembering marks God acting on a promise.

I have heard the groaning of the Israelites
The LORD repeats what 2:24 already recorded: He heard Israel's groaning and remembered His covenant. To remember here means to act on a commitment, and verse 6 follows at once with the promise to bring Israel out.
