The Lord said unto me, Fear him not: for I will deliver him, and all his people, and his land, into thy hand--Og's gigantic appearance and the formidable array of forces he will bring to the field, need not discourage you; for, belonging to a doomed race, he is destined to share the fate of Sihon [Nu 21:25].

Moses tells the battle in the second person to the children of the men who died in the wilderness, handing it over as evidence. The account runs close to Numbers 21:33-35, down to the words "Do not fear him".

The past tense, I have delivered him, treats the outcome as settled before the fighting began. John Gill places this word while Og was marching out with all his forces.
