on Deuteronomy 3:4-7
All sixty cities fall, "fortified with high walls and gates and bars". The generation that refused the land had reported cities "large and fortified" at Numbers 13:28, and their children take sixty such cities.

as we had done to Sihon king of Heshbon
John Gill clarifies that the inhabitants were destroyed, while the cities were kept and later lived in by Israel. Numbers 32:33-42 records the eastern tribes and the clans of Manasseh taking, rebuilding and renaming these towns. Deuteronomy 20:16-17 later sets out the same rule for the nations of the land.
