And at that time I commanded Joshua

on Deuteronomy 3:21-22

Joshua is charged on the evidence of his own eyes, "all that the LORD your God has done to these two kings". Sihon and Og are the sample of what awaits the kingdoms ahead, so victories on the east bank ground the campaign on the west. Verse 22's promise that the LORD "will fight for you" repeats Exodus 14:14, and God charges Joshua the same way at Joshua 1:5-9.
