Ar, called in later times Rabbah, was the capital of Moab and situated twenty-five miles south of the Arnon on the banks of a small but shady stream, the Beni Hamed.

The word comes again only when the last of the men of war is dead, so the account resumes exactly where the sentence ends. Ammon is spared on the third turn of the same formula, and once more the grant is traced to Lot rather than to Ammon, which is Genesis 19:38. Judges 11:12-27 has Jephthah answer an Ammonite land claim by rehearsing these marches, that Israel took nothing of Moab or of Ammon and held only what Sihon had held, and he reckons three hundred years since, so the borders of this chapter were still being argued long afterward.

Thou art to pass over through Ar,.... That is, over the river Arnon, by the city Ar of Moab, which was situated by it; see Deu 2:9 and so Moses and the people of Israel were to pass along by that: and by the coast of Moab; for they were not admitted to enter the land and pass through it; only to travel on the borders of it, and that they were to begin to do this day; the day the Lord spake to Moses.
If the providence of God had done this for the Moabites and Ammonites, much more would his promise do it for Israel his peculiar people. The advances which Israel made towards Canaan.
