1 Chronicles 21:1-2

Chronicles names the tempter where Samuel named the anger of the Lord: this is the first occurrence of Satan as a proper name in the canon's order, standing beside 2 Samuel 24:1's the anger of the Lord was kindled against Israel, and he moved David. Matthew Henry and Jamieson Fausset and Brown read the two texts together as one act carrying two agents, the adversary tempting under God's judicial permission, and the readings are named rather than forced into agreement. David's order to Joab reaches every tribe from Beersheba to Dan, the census itself not yet called sin until its result is counted.

1 Chronicles 21:3

Chronicles gives Joab a sharper objection than Samuel's shorter account carries, not why the king delights in the count but why he would be a cause of trespass to Israel, naming the guilt before a soldier is numbered. Joab still appeals to the king's stewardship, are they not all my lord's servants, but the word chosen is the vocabulary of covenant guilt rather than personal appetite. John Wesley reads the trespass as falling on the whole people because a ruler's sin commonly becomes the nation's, and the nation is seldom innocent of it either.

1 Chronicles 21:4-6

the king's word prevailed: Joab's count reaches every tribe, and Chronicles gives its own total, one million one hundred thousand swordsmen in Israel and four hundred seventy thousand in Judah, figures that differ from Samuel's eight hundred thousand and five hundred thousand. Chronicles alone states why Levi and Benjamin are left out: the king's word was abominable to Joab, and the tally breaks off before those two tribes are numbered. Albert Barnes reads the differing totals as evidence of an unfinished census recorded at two different stages rather than a contradiction to be resolved.

1 Chronicles 21:7-8

God's displeasure falls before any judgment is announced, and Chronicles states it as plainly as Samuel does, the pride of numbering a kingdom that was never David's to count drawing the Lord's own hand. David's confession follows in the same words Samuel records, I have sinned greatly, I have done very foolishly, and Matthew Henry reads the foolishness as the deeper charge, since pride miscounts what only God may number in trust. No cause is yet named for the displeasure; the text lets it stand on its own before Gad brings the three sentences.

1 Chronicles 21:9-13

Chronicles names Gad's office before the word arrives, David's seer, and then supplies a detail Samuel's account lacks: the third alternative is spelled out in full, three days the sword of the Lord, even the pestilence, and the angel of the Lord destroying throughout all the coasts of Israel. Albert Barnes notes the angel is named here and nowhere in Samuel's version of the same offer, preparing the reader for the appearance the chapter builds toward at verse sixteen. The years of famine differ between the books, three here against seven in 2 Samuel 24:13, a divergence the commentators record without resolving. David still chooses to fall into the hand of the Lord rather than the hand of man, the same trust Samuel records, because his mercies are great.

1 Chronicles 21:14

Seventy thousand die, the same count Samuel gives, and Chronicles adds no new figure here, letting the number stand as judgment matched exactly to what David's pride had multiplied. Matthew Henry reads the stroke as proportioned punishment, the census that swelled David's pride reduced by plague to teach him what his numbers were worth before God.

1 Chronicles 21:15-16

Chronicles marks the halt with the Lord's own change of mind, he repented him of the evil, and said to the angel that destroyed, It is enough, the mercy landing at the threshingfloor of Ornan the Jebusite, the site Samuel names Araunah's. Verse sixteen adds what Samuel's shorter report does not carry: David sees the angel standing between the earth and the heaven with a drawn sword stretched out over Jerusalem, and the elders of Israel are with him, all clothed in sackcloth, falling on their faces together. Jamieson Fausset and Brown read the fuller picture as the Chronicler's own contribution, a scene of grandeur where the earlier history gave only the bare report of the angel's presence. The king does not answer alone; the elders bear sackcloth beside him, the whole leadership standing for what one man's pride began.

1 Chronicles 21:17

David repeats the self-offering Samuel already records, naming himself and not the census as the true offender, even I it is that have sinned and done evil indeed. He asks the plague fall on him and his father's house rather than on the people he calls sheep, the same plea 2 Samuel 24:17 already carries as a shadow of the shepherd standing for the flock. Chronicles adds nothing new to the words here; the weight of the verse falls on the man who counted a nation now asking to be the one man counted against.

1 Chronicles 21:18-19

The instruction reaches David through the angel and Gad in turn, go up, and set up an altar unto the Lord in the threshingfloor of Ornan the Jebusite, a working floor named for what it is about to become. Matthew Henry reads the command to build as the token of reconciliation itself, since God would not have appointed a sacrifice he did not mean to accept. David obeys at once, going up at the saying of Gad, the same immediate obedience that answered Gad's word when the three judgments were first offered.

1 Chronicles 21:20-21

Ornan sees what his sons cannot bear to look at and turns back from threshing his wheat while his four sons hide themselves, the ordinary work of a Jebusite farmer interrupted by the angel David has just seen. John Wesley reads the hiding as plain fear before a glory human nature cannot carry, joined to dread that judgment was now falling on their own household. When David himself approaches, Ornan leaves the threshingfloor and bows with his face to the ground, the Jebusite native of the land bowing to Israel's king on the exact spot the temple will stand. Some Greek manuscripts read that Ornan saw the king rather than the angel at this moment, a variant Adam Clarke records without adopting, alongside the parallel at 2 Samuel 24:20 where Araunah looked and saw David.

1 Chronicles 21:22-23

David asks for the site by name, grant me the place of this threshingfloor, and states the purpose plainly, that I may build an altar therein unto the Lord, and that the plague may be stayed from the people. Ornan answers with total generosity, take it to thee, offering the oxen for burnt offerings, the threshing instruments for wood, and the wheat for the meat offering, everything needed for sacrifice already standing on the floor. Jamieson Fausset and Brown read the haste of the offer as proof of its value to Ornan, a gift given for instant use rather than careful ceremony. The whole sacrifice sits ready to hand before David has paid anything for it.

1 Chronicles 21:24-25

David refuses Ornan's free gift outright, Nay; but I will verily buy it for the full price, stating the principle in his own words, I will not offer burnt offerings without cost. Chronicles records the price as six hundred shekels of gold by weight; 2 Samuel 24:24 records fifty shekels of silver, and the two sums are not the same purchase read two ways. The readings the commentators offer are named without forcing agreement: some hold Samuel's fifty shekels bought only the floor and the oxen for that day's sacrifice, while Chronicles' six hundred shekels bought the whole hill later given to the temple, and Albert Barnes records a minority reading of six shekels rather than six hundred, closer in value to Samuel's fifty. David's refusal to take Ornan's gift for nothing stands the same in both books; only the sum differs.

1 Chronicles 21:26-27

offered burnt offerings and peace offerings: David builds the altar and offers burnt offerings and peace offerings, and Chronicles adds what Samuel's account does not carry, he answered him from heaven by fire upon the altar of burnt offering. The fire joins a short series in Scripture, Leviticus 9:24 at the tabernacle's first sacrifice and 2 Chronicles 7:1 at the temple's dedication, each fire marking the Lord's own acceptance of an altar just raised. Adam Clarke and Matthew Henry both read the fire as visible pardon answering David's plea, the flame that might justly have fastened on the sinner falling instead on the sacrifice. The word that follows is as brief as the judgment was heavy, the Lord commanded the angel, and he put up his sword again into the sheath, the drawn sword of verse sixteen finally standing down.

1 Chronicles 21:28-30

Chronicles explains why David keeps sacrificing at Ornan's floor instead of Gibeon, where Moses' tabernacle and the bronze altar still stood: he was afraid because of the sword of the angel of the Lord, and could not bring himself to travel to the old altar while that sword still hung in memory. Matthew Henry reads the choice as no rejection of Gibeon's continuing service, since the tabernacle stayed in use there, but a mark of where God had visibly answered by fire and where David chose to keep returning. The chapter ends holding two sanctioned places of sacrifice at once, the old altar at Gibeon and the new ground at Ornan's floor that the next chapter names as the house of the Lord God. Adam Clarke reads the fear itself as reasonable, a king unwilling to risk the delay that going to Gibeon would cost while judgment might still be near.
