Or, Beersheba, that is, Sheba; for so the particle "vau" is sometimes used (z), and must be so used here; or otherwise, instead of thirteen, it will appear that there are fourteen cities, contrary to the account of them, Jos 19:6; so Kimchi and Ben Melech make them one city.

Simeon draws second and receives only towns cut out of Judah. Genesis 49:7 said of Simeon and Levi, "I will disperse them in Jacob and scatter them in Israel". This book fulfils both, Levi in cities among all the tribes in chapter 21 and Simeon in towns inside Judah.

Beersheba (or Sheba)
Gill reads Beersheba and Sheba as one town under two names, which keeps the total at thirteen in verse 6. Beersheba marks the southern end of the land in the phrase from Dan to Beersheba at Judges 20:1. Clarke refers the name to the oath of Genesis 21:31.
