on Joshua 19:32-39
Hazor, burned at 11:10-11, appears at verse 36 as an ordinary town, yet by Judges 4:2 a king reigning in Hazor oppresses Israel again. Kedesh at verse 37 becomes a city of refuge at 20:7 and is where Deborah sends for Barak at Judges 4:6.

Clarke counts twenty-three names against the total of nineteen and again explains the surplus as frontier towns that only marked the border. The same gap appears in Asher's list at verse 30. Barnes keeps this Beth-shemesh apart from the towns of that name in Judah and Issachar.

the sixth lot came out to the children of Naphtali--Although the cities mentioned have not been discovered, it is evident, from Zaanannim, which is by Kedesh, that is, on the northwest of Lake Merom (Jud 4:11), that the boundary described (Jos 19:34) ran from the southwest towards the northeast, up to the sources of the Jordan.
