Ain, Remmon,.... Of the two first, which were cities of Judah; see Gill on Jos 15:32, and Ether, and Ashan; of the two last; see Gill on Jos 19:42, four cities and their villages; Ain, Remmon, therefore, could not be one city, at this time, as it seems to have been in the times of Nehemiah, Neh 11:29; or otherwise there would have been but three cities.

The second lot came out

on Joshua 19:1-9

Simeon draws second and receives only towns cut out of Judah. Genesis 49:7 said of Simeon and Levi, "I will disperse them in Jacob and scatter them in Israel". This book fulfils both, Levi in cities among all the tribes in chapter 21 and Simeon in towns inside Judah.

Ain, Rimmon, Ether, and Ashan

Barnes places these four partly in the Negev and partly in the valley. Gill keeps Ain and Rimmon apart to make up four towns, while Nehemiah 11:29 later names a single En-rimmon. Ashan later went to the priests, according to 1 Chronicles 6:57-59.
