From here the chapter runs as a formula, town after town, held together by the refrain “as he had done to the king of Jericho”. The repetition is the writer’s method, since 11:18 says plainly that Joshua waged war a long time with all those kings.

Libnah's fall is credited to the LORD before any act of Joshua's is named. Verse 32 opens the same way for Lachish. Jamieson, Fausset and Brown read verses 28 to 42 as one rapid run of conquest, explained by verse 42, that the LORD fought for Israel.
