Acts 25:6-7

Acts 25:10

Paul answers Festus's proposal by naming the court where he already stands, I stand at Cesar's judgment seat, where I ought to be judged, refusing the transfer to a venue where Roman protection would not follow him. Unto Cesar shalt thou go is not a ruling on guilt but an administrative acknowledgment, the case now belongs to a court above the provincial governor entirely. Festus is relieved of a decision he clearly did not want to make either way.

Acts 25:13

Agrippa here is Herod Agrippa the Second, great-grandson of Herod the Great, the last of the Herodian line to hold any royal title, and Bernice was his sister, both descendants of the dynasty that had opposed the Lord's people from the manger onward, from the Herod of Matthew 2 down to this final generation. Their visit to salute Festus is simple protocol, a courtesy call on a newly arrived governor from a client king whose territory bordered the province. Acts 25:14-16

Festus lays the case before Agrippa as a puzzle rather than a settled matter, a man Felix left in custody without ever bringing formal charges to trial in two full years. Festus states the Roman legal principle plainly for Agrippa's benefit, it is not the manner of the Romans to deliver any man to die before the accused has faced his accusers and had licence to answer for himself, a standard of due process the empire genuinely valued even where individual governors bent it for favor. The statement of principle stands in some tension with Festus's own proposal at verse 9, and the text lets that tension stand unresolved.

Acts 25:17-19

Festus recounts the hearing accurately, noting that the accusers brought none accusation of such things as I supposed, expecting some ordinary criminal charge and finding instead a dispute confined to their own superstition, a word that could mean religion generally or superstition in the negative sense, and likely carries some of Festus's genuine bewilderment either way. The heart of the case, as a Roman official hears it, comes down to one Jesus, which was dead, whom Paul affirmed to be alive, the resurrection stated in the plainest possible terms by a man with no stake in Christian doctrine at all. Even filtered through pagan incomprehension, the substance of the gospel, a dead man alive again, is what reaches Agrippa's ears before Paul ever speaks a word to him.

Acts 25:20-21

Festus admits his own uncertainty over such manner of questions, a Roman administrator genuinely out of his depth in a dispute over Jewish resurrection theology, and his proposed solution, moving the case to Jerusalem, is the same offer Paul had already refused at verse 9. Paul's appeal to be reserved unto the hearing of Augustus, using the emperor's honorific title rather than his birth name, forced Festus to hold him for transfer to Rome rather than let the case return to hostile ground. Acts 25:22

Acts 25:24-25
