2 Kings 23:1-3

Josiah calls every elder to Jerusalem, then reads the whole book of the covenant aloud to the assembled nation, small and great together. Standing by the pillar, the king's traditional place at 2 Ki 11:14, he renews the covenant God cut with Israel at Horeb, Deut 5:2, and the people stand to it with him. Barnes reads the whole nation as pledged along with the king, not the king alone.

2 Kings 23:4-6

Hilkiah and the priests of the second order carry out every vessel made for Baal, for the Asherah, and for the host of heaven, and Josiah burns them in the fields of Kidron and carries the ashes to Bethel, the very place the reform will end at verse 15. The Asherah itself is cut down from the temple, burned at Kidron, ground to powder, and the powder scattered on the graves of the common people, an act meant to make the idol as unclean as a corpse. The idolatrous priests earlier kings had ordained are put down together with the vessels they served.

2 Kings 23:7-9

The houses of the shrine prostitutes stood inside the temple precinct itself, where women wove hangings for the Asherah, and Josiah tears them down first among the city's idolatry; Henry counts this the worst defilement the narrative names, a brothel kept at God's own house. The country priests who had burned incense at the high places from Geba to Beersheba are brought to Jerusalem and stood down, though verse 9 lets them eat the unleavened bread among their brethren without serving at the altar. The arrangement follows the law's own treatment of a priest disqualified by blemish, supported but never restored to the altar itself.

2 Kings 23:10

Topheth in the valley of Hinnom is defiled outright, so that no man may pass his son or daughter through the fire to Molech there again. Gill and the older Jewish writers hold that the drums for which the place was named were beaten to drown the children's cries, a reading the name invites though the text itself does not say it. Clarke notes that this same valley, Gehenna, becomes the New Testament's picture of final judgment.

2 Kings 23:11

The horses given to the sun stood at the temple's own entrance, consecrated for a morning rite of riding out or processing to greet the sunrise, and Josiah burns the chariots of the sun with them. Gill traces the practice to Manasseh and Amon and to wider sun worship among Israel's neighbors; Clarke and Henry weigh whether the horses were living animals or carved images and settle on nothing more than the text allows. Either way the sun cult had reached the very gate of the house built for the LORD's name.

2 Kings 23:12-14

Ahaz had built altars on the palace roof itself, and Manasseh had built more inside the temple's two courts; Josiah beats them all down and scatters the dust in the Kidron. The high places on the mount before Jerusalem reach back further still, to Solomon, who raised them for Ashtoreth of the Sidonians, Chemosh of Moab, and Milcom of Ammon (1 Ki 11:7); Josiah defiles the same ground his ancestor first profaned. The images are broken and the sites filled with human bones, the strongest defilement the law recognized (Num 19:15), so no worshipper could return to them clean.

2 Kings 23:15

The Bethel altar was Jeroboam's own building, the seat of the calf that first split true worship from the ten tribes, and the phrase who made Israel to sin closes here on its last of seventeen occurrences across the two books. Josiah burns the high place, grinds it to powder, and burns the Asherah beside it, the same threefold destruction he gave Jerusalem's own idols. The altar that opened the north's whole history of apostasy at 1 Ki 12:28 is undone by a king of Judah at the history's other end.

2 Kings 23:16

Josiah spies the tombs on the hill, has the bones taken out and burned on Jeroboam's altar, and the narrator stops to name the reason: this fulfills the word the man of God from Judah cried against that very altar three centuries before, naming Josiah by name while Jeroboam still stood beside it (1 Ki 13:2). He is one of only two figures in the Old Testament named in prophecy ahead of birth, Cyrus at Isa 44:28 being the other. Jamieson, Fausset and Brown call it among the plainest predictive words in Scripture, a name spoken three hundred years before the child who bore it was born.

2 Kings 23:17-18

Josiah asks about a marker among the tombs, and the men of the city answer that it belongs to the man of God who cried against the altar; Josiah orders his bones left undisturbed. That mercy answers the old prophet's own request at 1 Ki 13:31, to be buried beside the man he had deceived so that his bones would share whatever protection came to the grave one day. The man of God's grave is spared for the sake of the word he carried, and the old prophet's bones are spared only because they lie beside his.

2 Kings 23:19-20

Josiah's reform does not stop at Judah's border; he treats the shrines of the fallen northern kingdom exactly as he treated Bethel, and slaughters the priests of the high places on their own altars, burning human bones over them as he had done there. Israel had no king of its own by this point, and Clarke reads Josiah's authority as flowing from his standing as the house of David over ground once given to all twelve tribes, not from any new conquest. He then returns to Jerusalem, the northern campaign closed inside two verses.

2 Kings 23:21-23

Josiah commands the passover kept as the newly found book directs, and the record calls it a passover with no equal since the days of the judges, greater in this than any held under the monarchy that followed them. Barnes reads the command as correcting practice that had drifted from the law's letter over generations rather than reviving a feast Judah had wholly dropped. The date is fixed precisely, the eighteenth year of Josiah, the same year already given for the temple repairs and the book's discovery (2 Ki 22:3).

2 Kings 23:24

Josiah clears out mediums, wizards, household idols, and every abomination still found in Judah and Jerusalem, the very practices Deut 18:10-11 named as detestable to the LORD. Barnes reads perform here as establish, the king rooting out private divination that had survived under cover of formal worship of the LORD himself, not only open idolatry. The purge is credited directly to the book Hilkiah found, the same book that opened the chapter.

2 Kings 23:25

Scripture says no king before or after matched Josiah's turning to the LORD with all his heart, soul, and might, the same superlative given to Hezekiah at 18:5. Keil and the bench read the two verses as praising different things, Hezekiah's trust in the Assyrian crisis and Josiah's thoroughness in law-keeping reform, and both statements stand rather than being ranked against each other. Barnes cautions against pressing either verse's letter too hard; both kings are counted among the best Judah ever had.

2 Kings 23:26-27

Even Josiah's reform does not move the sentence already passed; the LORD's anger stands against Judah for what Manasseh had provoked, the same ears-tingle judgment named at 21:12. The LORD then speaks of removing Judah as Israel was already removed, casting off the very city and house where his name was set, Deut 12's promise answered at 1 Ki 8:29 and 9:3 and now reversed. Henry reads the outward obedience of Josiah's generation as never reaching their hearts, so the best king Judah produced could postpone the sentence but not repeal it.

2 Kings 23:28-30

book of the chronicles of the kings of Judah: The closing formula points to a fuller record, and the narrative turns at once to Pharaoh Necho's march toward the Euphrates to aid the failing Assyrian empire against Babylon. Josiah goes out to meet him and is slain at Megiddo, a death the text gives one clause, though 2 Chron 35:22-25 adds that Josiah went disguised into the battle and that Jeremiah lamented him. His servants carry his body home in a chariot, and the people crown Jehoahaz in his place, the reform's champion buried while his kingdom's fortunes turn.

2 Kings 23:31-32

Jehoahaz reigns three months before Egypt deposes him, old enough at twenty-three to have already formed the character the text sums up in one line, evil in the sight of the LORD like his fathers before him. Gill identifies him with Shallum at Jer 22:11, and Wesley notes the people chose the more warlike younger brother over the elder Eliakim, the reason Ezekiel later calls him a young lion (Ezek 19:3). His mother Hamutal of Libnah will be named again for Zedekiah, the last king Judah ever crowns (2 Ki 24:18).

2 Kings 23:33-35

Pharaoh Necho holds court at Riblah in Hamath and imprisons Jehoahaz there, then taxes Judah a hundred talents of silver and a talent of gold, Egypt's price for choosing a king. He sets Eliakim on the throne instead and renames him Jehoiakim, an act Wesley reads as the conqueror's own claim of dominion, the same gesture given to conquered vassals across the ancient world. Jehoiakim raises the tribute by assessing the land itself, each man taxed according to his own property, so the whole nation pays for its king's deposal.

2 Kings 23:36-37

Jehoiakim reigns eleven years under Egypt's hand and then Babylon's, and the chapter closes on the same verdict given every king since Josiah's death, evil in the sight of the LORD according to his fathers. Barnes points ahead to Jeremiah's own detailed indictment of this king (Jer 22:13-19), written by a prophet who watched the reign firsthand. Judah ends the chapter a tributary kingdom, its own throne filled and renamed at a foreign king's pleasure, the shape the exile will take in full within twenty years.
