Levi is absent from the roll. Joseph is divided into Ephraim at verse 8 and Manasseh here, which holds the number at twelve as the census did at Numbers 1:10.

Ammiel son of Gemalli
Verses 12 to 15 name the men of the four tribes descended from the maidservants Bilhah and Zilpah, whose births Genesis 30:1-13 records. Dan and Naphtali are sons of Bilhah, and Asher and Gad are sons of Zilpah. Their tribes close the roll together.
