Levi is absent from the roll. Joseph is divided into Ephraim at verse 8 and Manasseh here, which holds the number at twelve as the census did at Numbers 1:10.

Geuel son of Machi
Geuel of Gad completes the twelve. Levi sends no man, since Numbers 18:20-24 gives the Levites no inheritance in the land the others were sent to see. Gill notes that each man sent was a head among his people.
