The report opens by confirming the promise, a land flowing with milk and honey, as God had said at Exodus 3:8. Then comes Nevertheless, and everything after it is also true, from the fortified cities to the descendants of Anak.

The descendants of Anak were a byword by Deuteronomy 9:2, where Moses repeats the saying that no one can stand against them. Deuteronomy 9:3 answers with the LORD as a consuming fire. Matthew Henry notes that the report still owned the land as God described it.
