Acts 24:1-2

Ananias returns with the elders and a hired orator, Tertullus, a professional advocate the Jewish leadership brought in because Roman courts ran in the forms of Roman rhetoric, not Jewish law. Tertullus opens with the flattery ancient forensic handbooks called the exordium, praising Felix for the great quietness and worthy deeds done unto this nation by thy providence. Roman and Jewish histories alike record Felix as anything but a bringer of quietness, a governor whose harsh suppression of unrest Josephus and Tacitus both describe as provoking more disorder than it calmed.

Acts 24:3-4

Tertullus's thanks, we accept it always, and in all places, most noble Felix, with all thankfulness, is the conventional flattery expected in a Roman forensic opening, not sincere praise, and ancient hearers would have recognized the formula for what it was. He promises brevity, that I be not further tedious unto thee, another stock courtroom phrase, before asking Felix to hear the accusation with clemency. The contrast with Paul's own opening at 24:10, courteous but without flattery, is one the commentators consistently draw.

Acts 24:5-6

The formal charges are three, sedition across the empire, leadership of the sect of the Nazarenes, and profaning the temple, the last being the only charge that could carry a death sentence under the standing Roman permission for Jews to execute temple violators (compare 21:28-29). Calling the followers of Jesus the sect of the Nazarenes is among the earliest outside references in Acts to a name later used of the whole movement, evidence Luke preserves a genuinely early stage of Christian self-identification through hostile lips. None of the three charges can actually be proven, as Paul's own defense will show point by point.

Acts 24:7-9

Some editions print verses 6 through 8 with an additional clause, that Lysias took Paul from Jewish custody by great violence, a reading found in the received text used by the King James Version but absent from the oldest surviving manuscripts, printed by modern critical editions only in a footnote, the same situation as 8:37 elsewhere in this book. Whether original or an early scribal addition, the accusation sits oddly beside 23:27, where Lysias's own letter says he rescued Paul only once he learned of the plot to kill him, not that he seized him unlawfully. The Jews also assented, saying that these things were so, corroborating Tertullus's version as one voice before Felix has heard the other side.

Acts 24:10-11

Paul opens with genuine courtesy, not flattery, cheerfully answering before a judge he credits with real experience of many years rather than praising qualities Felix conspicuously lacked. His first factual point is verifiable and narrow, but twelve days since I went up to Jerusalem for to worship, too short a window for the citywide conspiracy Tertullus alleged. The contrast in opening styles, Tertullus's exordium against Paul's plain statement of fact, has struck commentators from Chrysostom onward as itself part of the case.

Acts 24:12-13

Paul denies each specific claim in turn, no dispute in the temple, no rousing crowds in the synagogues or the city, and closes with the plainest possible challenge, neither can they prove the things whereof they now accuse me. A charge of sedition requires evidence of some act of insurrection, and Paul's defense rests entirely on the fact that his accusers can point to none. The strategy anticipates Festus's own later admission that the Jews brought none accusation of such things as I supposed (25:18).

Acts 24:14

Paul accepts the label his accusers meant as an insult, after the way which they call heresy, so worship I the God of my fathers, and turns it into a claim of continuity rather than novelty, the same thread that names the faith the Way at 9:2, 19:9, and 22:4. Believing all things which are written in the law and in the prophets is Paul's own defense against the charge, a word that in Greek simply meant a sect or faction before it gained its later theological weight. He presents Christianity not as a rival to the God of his fathers but as its fulfillment, the same claim he will develop at length before Agrippa in chapter 26.

Acts 24:15-16

Paul grounds his hope on a resurrection of the dead, both of the just and unjust, a doctrine he says the Pharisees among his own accusers themselves also allow, the same wedge he used before the council in 23:6. The universal resurrection, both the just and the unjust raised, distinguishes the biblical hope from a resurrection of believers only, and the commentators note this is the fullest single statement of the doctrine's scope in Paul's recorded speeches. He closes the point with a personal aim rather than a theological flourish, to have always a conscience void of offence toward God, and toward men, tying doctrine directly to daily practice.

Acts 24:17-19

Paul's stated purpose in coming to Jerusalem was alms and offerings, the collection for the Jerusalem church he had gathered from the Gentile congregations across Macedonia and Achaia (Romans 15:25-27; 1 Corinthians 16:1-4), an act of Jewish and Gentile unity conspicuously absent from the charges against him. He was found purified in the temple, neither with multitude, nor with tumult, the opposite of the riotous scene Tertullus described, and his true accusers, certain Jews from Asia, are pointedly absent from this courtroom. Roman legal procedure required an accuser to face the accused, and Paul's observation, who ought to have been here before thee, quietly exposes a case built on secondhand report.

Acts 24:20-21

Paul narrows the entire case to a single sentence, the one cry he raised before the council, touching the resurrection of the dead I am called in question by you this day, and challenges anyone present to name any other evil doing. If that is the whole offense, Paul's defense stands on the same ground his gospel always stands on, that Jesus rose bodily from the dead, the doctrine the Sadducees rejected and the Pharisees, on this point, still shared with him. The narrowing move leaves Felix with a genuinely religious dispute rather than a criminal one to judge.

Acts 24:22-23

Felix, already having more perfect knowledge of that way than his own court proceedings suggest, understands enough to recognize an internal religious dispute and defers judgment rather than ruling either way. His stated reason, waiting for Lysias, also functions as a convenient way to avoid a decision that would please one side or the other. Felix grants Paul real liberty within custody, allowing his acquaintance to minister or come unto him, a mercy consistent with the Roman practice of loose custody for a citizen whose guilt was unproven.

Acts 24:24

Drusilla, Felix's third wife, was the youngest daughter of Herod Agrippa the First and so a great-granddaughter of Herod the Great, and Josephus records that Felix had persuaded her to leave her first husband to marry him, an affair scandalous even by Roman standards. Felix sends for Paul specifically to hear him concerning the faith in Christ, a private audience granted to satisfy a Jewess's curiosity about a movement her own family had already crossed paths with in Acts 12 and again at 25:13. The setting, a governor and his taken wife requesting a personal audience on the faith, frames the confrontation that follows in verse 25.

Acts 24:25

Paul reasons of exactly three subjects before this couple, righteousness, temperance, and judgment to come, each aimed precisely at the life Felix and Drusilla shared, a corrupt governor and a wife taken from another man's bed. Felix trembled, the strongest recorded emotional response to gospel preaching anywhere in Acts, yet his answer, go thy way for this time, when I have a convenient season, I will call for thee, postpones rather than repents, and Scripture never records that the convenient season came. The bench across the centuries reads Felix as the standing example of a man moved by truth who talks himself out of acting on it.

Acts 24:26

Felix hoped for a bribe, an expectation entirely at odds with what Roman law formally forbade a governor from accepting yet which ancient sources describe as ordinary provincial corruption. He sends for Paul the oftener under cover of conversation, prolonging a custody Paul's case did not require, while never actually naming the payment he wanted. The delay serves Felix's greed rather than justice, leaving Paul in custody for what will stretch to two full years (24:27).

Acts 24:27

After two years Porcius Festus succeeds Felix, a change of governors the Roman historian Tacitus also records, dating Felix's recall to Rome to answer for his conduct in Judea, corroboration external to Scripture for Luke's chronology at this point. Felix, willing to shew the Jews a pleasure, leaves Paul bound rather than release a prisoner he knew to be innocent, trading justice for political favor on his way out of office. The two wasted years cost Felix nothing and cost Paul his freedom, yet Roman custody also kept him alive and safe from the assassination plot of chapter 23 the whole time.
