Go with the men - A command, not a permission merely. Balaam, no longer a faithful servant of God, was henceforth overruled in all his acts so that he might subserve the divine purpose as an instrument. Num 22:26 A city of Moab - Or, Ir-Moab, probably the same with Ar-Moab Num 21:

He confesses I have sinned and pleads ignorance: I did not realize that you were standing in the road. He offers to turn back if this is displeasing in your sight, and is sent on under the limit of verse 20. The errand stands; he now knows what escorts him.

Albert Barnes hears a command, with Balaam now overruled as an instrument of God's purpose. Matthew Henry reads the limit as a prediction, that Balaam would speak only God's word whether he wished to or not. Either way, the curse was already out of reach.
