unto the camp to Gilgal
The army returns to Gilgal, the camp pitched in chapter 5, and Gilgal remains the base until the tabernacle is set up at Shiloh in 18:1. Nothing is garrisoned and nothing is settled, which is why several of these towns are fought for again in the allotment chapters. The verse repeats verse 15 word for word and shuts the day the chapter opened.

After all these kings and their cities had been taken by him, and not before; though the same is said, Jos 10:15, before the history of those facts; See Gill on Jos 10:15, and all Israel with him to the camp in Gilgal; where the body of the people were left, and where was the tabernacle of the Lord; and no doubt he and Israel with him gave public praise and thanksgiving there for the signal victories they had obtained over the Canaanites.
He had a good name (it signifies lord of righteousness ), being a descendant perhaps from Melchizedek, king of righteousness; but, notwithstanding the goodness of his name and family, it seems he was a bad man, and an implacable enemy to the posterity of that Abraham to whom his predecessor, Melchizedek, was such a faithful friend.
