See Gill on Jer 29:4; because thou hast sent letters in thy name unto all the people that are at Jerusalem; not in the name of the captives, whom he consulted not; nor with Ezekiel the prophet of the Lord, who was of the captivity; but in his own name, taking upon him to direct and order what should be done in Jerusalem.

Shemaiah the Nehelamite answers Jeremiah's letter with letters of his own. He reminds Zephaniah that the LORD appointed him with charge over “any madman who acts like a prophet,” and asks for Jeremiah in the stocks. The office set to guard against false prophets is turned against the true one.

Shemaiah wrote in his own name, and Gill notes he asked neither the other exiles nor Ezekiel. His letters went to Zephaniah the priest, the man Zedekiah had sent to ask Jeremiah at 21:1, as Jamieson, Fausset and Brown note. Matthew Henry notes he offers no argument of his own.

He does not write to Jeremiah in justification of his own mission, nor offer any rational arguments for the support of his prophecies concerning the speedy return of the captives; but he writes to the priests, those faithful patrons of the false prophets, and instigates them to persecute Jeremiah.

He was one of those sent to consult Jeremiah by Zedekiah (Jer 21:1). Slain by Nebuchadnezzar at the capture of Jerusalem (2Ki 25:18-21). Zephaniah was in particular addressed, as being likely to take up against Jeremiah the prophet's prediction against his brother Zedekiah at Babylon (Jer 29:21).
