The hornet appears here, at Exodus 23:28 and at Joshua 24:12, each time sent by God ahead of Israel. Verse 21 grounds courage in the LORD "who is among you", the presence housed in the tabernacle.

The command answers the fear of verse 17 a second time, now with a title, a great and awesome God. The title returns in fuller form at 10:17. John Gill takes it in two directions, mighty to save his people and terrible to their enemies.
