on Deuteronomy 7:9-11
Verse 9 repeats the second commandment's wording at Exodus 20:5-6, and verse 10 changes what stands there. Exodus visits iniquity on the third and fourth generation, but here the repayment lands on the man himself, "to their faces". Deuteronomy 24:16 states the same limit as law.

The verse names the other party to the covenant of verse 9, those who hate Him. John Wesley takes He will not hesitate to mean no delay past the fit time, though God remains slow to anger.

To their face - That is, openly, and so as they shall see it, and not be able to avoid it. Slack - So as to delay it beyond the fit time or season for vengeance, yet withal he is long-suffering, and slow to anger.
And repayeth them that hate him to their face, to destroy them,.... Openly, publicly, and at once, they not being able to make any resistance.
Note, [1.] Wilful sinners are haters of God; for the carnal mind is enmity against him. Idolaters are so in a special manner, for they are in league with his rivals. [2.] Those that hate God cannot hurt him, but certainly ruin themselves.
