Moses describes the wilderness years as a time when “everyone does what seems right in his own eyes”. Albert Barnes reads verse 8 to mean the prescribed worship could not be kept while the camp moved.

Rest comes before the chosen place of verse 11. Solomon marks both at the dedication of the temple, blessing the LORD at 1 Kings 8:56 for giving rest to His people as He promised. Barnes shows why worship waited: a moving camp could not keep the prescribed order.
