Samuel summoned the people to the LORD

on 1 Samuel 10:17-19

Samuel gathers the people at Mizpah and rehearses the exodus before he says one word about a king: “I brought Israel up out of Egypt”. Verse 19 repeats in public what God told Samuel privately at 8:7, “today you have rejected your God, who saves you from all your troubles and afflictions”. No one at the casting of lots that follows can say the choice was sprung on them.

Samuel speaks for the LORD, the God of Israel, and names the exodus and every rescue from the kingdoms that oppressed Israel before he names the king. Adam Clarke hears the rebuke of 8:7 again. Gregory the Dialogist notes that the benefits come first so the people would feel their sin more heavily.
