Toward the sea - The lot of this tribe was washed by the midland sea on the west, and by the sea of Tiberias on the east, answering Jacob's prophecy, Zebulun shall be an haven of ships; trading ships on the great sea, and fishing ships on the sea of Galilee.

This site's exposition

the third lot came up

on Joshua 19:10-16

Zebulun is drawn before Issachar although Issachar is the elder brother, and Jacob names the two in that same reversed order at Genesis 49:13-14. Gath-hepher at verse 13 is the home town of Jonah the son of Amittai, named as such at 2 Kings 14:25, so a boundary list fixes where a prophet came from. The Bethlehem of verse 15 sits in Galilee and is a different town from the Bethlehem of Judah at Micah 5:2, which is why the older commentators mark it every time. Nahallal in the same verse returns at Judges 1:30 as Nahalol, among the places Zebulun never cleared of Canaanites.

proposed

Although they do not seem at first to have touched on the western shore--a part of Manasseh running north into Asher (Jos 17:10) --they afterwards did, according to the prediction of Moses (De 33:19). The extent from north to south cannot be very exactly traced; the sites of many of the places through which the boundary line is drawn being unknown.
