on Exodus 40:30-32
The basin sits between the altar and the entrance, so a priest passes the place of blood and the place of water before entering. They washed whenever they entered the Tent of Meeting or approached the altar.

By verses 30 and 31, Moses, Aaron and his sons washed their hands and feet at the basin. Exodus 30:20-21 gives the reason, that they wash so they will not die, and makes it a permanent statute. The refrain falls here for the last time in Exodus.
